Hey Suzicat...the odds are increased if the sim is in a poor mood. I got two back to back ones with poor moods.
Bad moods! I didn't know that! I'll have to remember that . . . However, I have noticed that if their needs are low, they won't keep cloud watching--how do you keep them doing it?
